大企业都有大企业病,都会有官僚作风,即层次太多、繁文缛节、推诿扯皮、效率低下。中国的国有企业,脱胎于计划经济,有很强的官场特征。企业如官场,经理是官员,久之,国有企业形成了较强的官僚文化氛围。虽然现在搞市场经济,企业一直处于深化改革之中,但国企官僚文化的改造却不是一日之功,这种官僚文化对各级管理人员影响至深,已形成了一定的思维惯性。一个明显的特征就是管理人员对待权力与责任出现了错位,机关人员表现尤甚。
