随着雾霾天气的频繁出现以及人们对空气质量的关注不断升温,针对降低PM2.5浓度、改善空气质量出台环境管制政策已十分必要。本文以北京地区为例,设计了三项管制政策,即对火电、钢铁、石化企业制定新的减排政策,重点大力削减二氧化硫、氮氧化物、颗粒物以及挥发性有机物的排放量;治理汽车尾气,改善交通状况以及城区内加强道路绿化,城区外围规划长期稳定不变的绿化带。同时对管制政策进行了成本收益分析,为政府采取管制行动提供一些参考。
With the frequent occurrence of foggy haze and the increasing concern about air quality, it is necessary to introduce environmental control policies to reduce PM2.5 concentration and air quality.
