应对我国的人口老龄化问题和社会养老保险金支付压力的增大,实施延迟退休年龄制度是目前解决这些问题的有效手段。从女性劳动者的视角,分析了延迟女性退休年龄的合理性,从男女在身体因素、工作因素、社会因素等方面的不同来分析考量,认为应该实行男女差龄退休制度。最后,对延迟女性退休年龄进行立法设计,主张取消身份差别,实行女工人和女干部同龄退休,渐进式的延长女性退休年龄至60岁,实行以缴费年限为基准的男女差龄退休制度,并提出一些改革配套措施,如:制定高龄者就业保护、促进法,建立退休信息查询制度。
In response to the aging population in our country and the increasing pressure on the payment of social pension insurance, the implementation of the system of deferred retirement age is an effective solution to these problems. From the perspective of female workers, this paper analyzes the rationality of delaying the retirement age of women and analyzes the differences between men and women in the aspects of physical factors, work factors and social factors, and thinks that the retirement age system should be practiced. Finally, the author puts forward the legislative design of the delayed retirement age of women, advocates the cancellation of the difference of identities, the retirement of women workers and female cadres at the same age, and the gradual extension of the retirement age of women to 60 years old. Proposed some reform supporting measures, such as: the formulation of employment protection for the elderly, to promote law, establish a retirement information inquiry system.
