在中华人民共和国建国初,中国共产党肯定党报对人民宣传的效果。根据它对党报的评价,党报不仅可以提高农民的觉悟,也会促进土地改革、农业集体化等政策的推广。但是实际上,在“一盘散沙”的农村社会里,党报的普及是很不容易的。本文以河北日报为例,分析党报在农村的普及过程与它现实的效果。在乡村,由于农民忙于农副业,基层干部也忙于中心工作,而且邮政也没有十分发展,所以党报原来没有太大的普及,而且对农民宣传也没有太大的效果。初级农业生产合作化完成之后,农民被组织起来,开始普遍接受党报。这样看来,党报原来并没有能促进土地改革、农业集体化,反而是它们促进了党报的普及。但是一旦普及了,就开始促进后来的政策。从全国的范围来看,因为河北省的初级合作化完成的早,所以党报的普及也早。所以在高级合作化进行中,在河北省农村,党报促进集体化的作用比别的地方的党报要强。所以高级合作化带来的问题也比别的省要少,集体化就顺利进行了。综上所述,党报在它的普及开始时,它的效果是很有限的。一旦普及了,它对中心工作的促进作用就可以显现出来。
At the beginning of the founding of the People’s Republic of China, the Chinese Communist Party affirmed the effect of party newspapers on people’s propaganda. According to its evaluation of the party newspaper, the party newspaper can not only improve farmers’ awareness, but also promote the promotion of policies such as land reform and agricultural collectivization. However, in fact, in the “scattered” rural society, the popularization of party newspapers is not easy. Taking Hebei Daily as an example, this paper analyzes the popularization process of party newspapers in rural areas and its actual effects. In rural areas, since the peasants are busy with agriculture and sideline work, grass-roots cadres are also busy with central work and the postal service has not been developed very much. Therefore, the party newspaper did not have much popularity and did not have much effect on the propaganda of peasants. After the primary agricultural cooperation was completed, the peasants were organized and began to universally accept the party newspaper. From this point of view, the party newspaper had not been able to promote agrarian reform and agricultural collectivization, but instead they promoted the popularization of the party newspaper. But once popularized, it began to promote later policies. From the perspective of the whole country, the popularization of the party newspapers is also early because of the early completion of the primary cooperation in Hebei Province. Therefore, in the process of advanced cooperation, in the rural areas of Hebei Province, the role of party newspapers in promoting collectivization is stronger than that of party newspapers in other places. Therefore, the problems brought by the high-level cooperation are also less than those of other provinces and the collectivization is proceeding smoothly. To sum up, the effect of the party newspaper on its popularization has been very limited. Once popularized, its role in promoting central work can be revealed.
