把上海的先进经验移植到内地,是挖掘现有企业潜力、提高经济效果最现实的一个办法。近两年,各地区学上海主要采取以下几种形式:(一)请上海派人传授技术和经验。有的按行业组织,由上海成套地派出领导干部、技术人员、老工人三结合组成的帮促队,双方签订学帮合同,明确学帮目标、步骤和具体要求,有计划、有重点地学习,学完后进行验收。也有的是零散地聘请上海的退休老工人、老技术人员、老管理人员去工作,对发展地方工业起了显著的作用。(二)选择一批企业同上海有关企业建立固定的学帮关系。不仅传授技术和经验,还在工艺、设备、零配件、情报资料等方面给予帮助。
