当前,随着市场经济的深入发展,行业的划分越来越向着专业化、精细化的方向不断深入,集约化程度不断提高,水务行业也不例外。一方面水务行业作为国有控股或独资的公共基础性服务行业,兼具了维护社会稳定和提供就业机会等诸多的社会功能。另一方面定价机制受到政府的多方面管制,并非完全意义上的市场经济运行模式。因此水务行业除过个别城市,普遍都存在着水价的倒挂现象,即便是一些盈利能力强的水务企业,尤其一些业绩较好的上市公司,也多是通过一些工程项目等其他业务收入来弥补自来水销售和污水处理中的实际亏损。因此如何提高水务行业的经济效益,保持水务行业的健康、持续发展是水务行业的一道全新而紧迫的命题。当然解决的思路有很多种,笔者仅从加强资金管理的角度,来简单的分析水务行业建立以资金集中管理为核心的财务运作模式,通过简单而有效的手段来提高水务企业的实际利润率,来不断提高水务行业抵御金融风险的能力和持续发展的核心竞争力。

Even some profit-making water companies, especially some well-performing listed companies, often make up for running water through other business incomes such as construction projects Actual losses in sales and wastewater treatment. Therefore, it is a new and urgent proposition for the water sector to improve the economic benefits of the water sector and maintain the healthy and sustainable development of the water sector. Of course, there are many ways to solve the problem. From the perspective of strengthening capital management, the author simply analyzes the financial operation mode of water industry focusing on centralized fund management and improves the actual profit rate of water industry enterprises through simple and effective means. To continuously improve the water industry to withstand financial risks and sustainable development of the core competitiveness.
