什么是以及如何确定全民所有制经济改革的目标?有的说“企业所有制”是改革的目标,后来又提出了“企业法人所有制”,目前又提出了“企业法人所有权”。有的说改革的目标模式,是要实行“国有企业股份化”改造。有的说是要实行“国有企业民营化”,乃至向“民有民营”转变,等等。这些观点需要进行比较研究和甄别。全民所有制经济改革的目标不是人们所能任意选择和确定的,而是由这种经济体系内部存在的主要问题或矛盾所决定的。归根到底,是由社会生产力的性质和状况所决定的。传统全民所有制经济存在的主要问题和矛盾,是由于严重脱离实际,超越了我国现阶段社会生产 What is and how to determine the goal of economic reform under the ownership of the whole people? The goal of economic reform under ownership by the whole people is not determined and chosen by anybody but by the major problems or contradictions that exist within the economy. In the final analysis, it is determined by the nature and conditions of social productive forces.
