为适应和服务于上海国际航运中心建设这一跨世纪的宏伟工程,舟山海关需要进一步改革现有的监管模式和业务制度,采用国际惯例和通则。总体来说,一是要发挥海关垂直领导体制的优势,江、浙、沪三地作整体布局,跨关区、跨部门构建“大通关”的监管模式;二是进一步简化手续,方便操作,采用国际集装箱运输的通行办法,保证上海国际航运中心各功能顺利运转。三是努力促进海关业务科技一体化建设,为上海国际航运中心提供有效服务。 结合舟山的工作实际,笔者认为现阶段我们应采取以下的工作对策:
