农业水资源商品化的三个问题是:(1)市场问题,主要包括农业水资源市场特征、市场交易原则、市场存在的问题及其培育和利用国内外市场,通过不同途径开展水资源贸易;(2)水资源“农转非”问题,包括水资源“农转非”趋势、利弊分析及其对策;(3)建立高效有序的水资源管理机制问题。目前一种新型的经济自立灌排区的水管理机制已在我国江苏、山东等省进行试点,效果较好。建议北京市结合自己的特点,对该种模式进行研究探讨。
The three problems in the commercialization of agricultural water resources are: (1) the market problems, which mainly include the market characteristics of agricultural water resources, the principle of market transactions, the problems existing in the market, the cultivation and utilization of domestic and foreign markets and the trade of water resources through different channels; (2) The problem of “non-agricultural transfer of water resources”, including the trend of “non-agricultural transfer of water resources”, the analysis of advantages and disadvantages and their countermeasures; (3) the establishment of an efficient and orderly water resources management mechanism. At present, a new type of water management mechanism for economic self-supporting irrigation and drainage areas has been piloted in Jiangsu and Shandong provinces in China and has achieved good results. It is suggested that Beijing combine its own characteristics to study and discuss this kind of mode.
