读书看报时经常发现,一些文章里谈到欧洲小国圣马力诺和梵蒂冈的时候,往往说它们“位于意大利境内”(如《咬文嚼字》1996年第1辑第42页的一篇文章)。这种说法严格讲是不对的。一个国家在另一个国家“境内”说不通。“境内”即国境以内.也就是一个国家行使主权的领土范围。没有哪一个主权国家会位于另一个国家行使主权的领土范围以内,也没有哪一个国家会允许另一个国家在自己行使主权的领土范围以内存在。圣马力诺和梵蒂冈虽然是蕞尔小国(面积分别为60.57平方千米和0.44平方千米),但作为主权国家,它们同样拥有自己行使主权的领土范围,这个范围不在、也不可能在意大利境内,而是在意大利境外。如果我们把意大利外围的很长的国界线比作一个大圈,而把它与圣马力诺和梵蒂冈之间的很短的国界线比作两个小圈,那么,大圈之内、小圈之外才是意大利的“境内”,两个小圈之内则分属圣马力诺和梵蒂冈的“境内”,不是意大利的“境
