开展财政预决算审查监督主,是宪法和法律赋予人大及其常委会的一项重要职责。党的十八大报告提出,要“加强对政府全口径预算决算的审查和监督”。为此,如何分配使用好、监督管理好财政资金是当前地方人大财政审查监督工作面临的新任务、新课题。近年来,尤其是2013年2月我区人大预算工委开始履职以来,我们按照监督法和预算法的要求,依法开展了一系列财政监督的探索与实践,取得了一定的工作实效。
