“丁未政潮”后,袁世凯被免去直隶总督兼北洋大臣职务,内调中央任外务部尚书兼军机大臣。对于这一变动,长期以来人们多推测认为这是慈禧太后的“明升暗降”之举。笔者通过解读《辛亥革命前后》中“齐东野语”部分的有关史料,发现“明升暗降”之说并不确切,至少袁世凯本人是十分愿意内调的。此外,慈禧太后调袁世凯入京乃是迫于时局之举,其主要目的并非在于削夺袁的实权,而在调整朝局,而且内调之后,慈禧太后一直保持着对袁世凯的重任。
After the “Ding Wei tide”, Yuan Shikai was exempt from the post of Governor-General and Minister of the Northern Ocean, and transferred the central government to minister of foreign affairs and military minister. For this change, people have long speculated that this is the Empress Dowager Cixi’s “rise or fall” move. By analyzing the relevant historical data in the Qi Dong Ye Yu Zi before and after the Revolution of 1911, I find that it is not certain that Yuan Mingkai himself is very inward-minded. In addition, the Empress Dowager Cixi transferred Yuan Shikai into Beijing but was forced by the current situation. The main purpose was not to slash the real power of Yuan. After adjusting the DPRK’s internal affairs and adjusting its position, Empress Dowager Cixi maintained the important task of Yuan Shikai.
