“最低价中标”是绝大多数境外机构与国际工程所采用的通行的招标方法。我国的工程招投标工作从试行到推广,并随着《中华人民共和国招标投标法》的颁布与实施,正逐步形成一个较为公开、公正、公平的建筑市场,但由于我国的具体国情,在逐步推行“最低价中标”的过程中出现了诸多让人不得不深思的问题,“最低价中标”是否符合现阶段的中国,一些业内人士,尤其是一些资深专家和大企业的负责人,仍然在各种场合表露出了各自不同的观点。那么如何看待这一国际通行的工程招标方法在我国的推行趋势?宏观的制度完善应该为推行此种方法创造怎样的条件?推行“最低价中标”过程中该怎么样引导、规范和提高各类市场主体素质?这正是本文要阐述的重点。
