冬水田是衙县的主要低产田类型之一.据1962年统计,冬水田占全县水田面积的35.7%,其中分布在杜泽区最多,占全区水田面积的43%.杜泽区的冬水田主要分布在丘陵与河谷大畈交接的洼地、畈心洼地和山垄中,其成因除地形低洼、积水难排之外,还困排灌渠系紊乱,既不利排涝,又难保证灌溉,因此这一部分田就采取了准冬水的办法来防止春旱,以保春耕;另一部分则因劳畜力和肥料不足,不能进行冬种而采取了灌水冬闲.在长期灌冬水的影响下,土壤还原过程有了强烈的发展,造成烂糊、粘闭,使水稻迟发、坐秋、恋青,因而产量很低.据统计,这些田每年亩产稻谷多数不到300斤,严重地影响着全区粮食的平衡高产.1958年,杜泽区曾进行过开沟排水为主的冬水田改良运动,但由于水利措施不配套,又缺乏相应的耕作培肥措施,改良效果不显著.1962年冬,杜泽区委在总结过去经验教训的基础上,采取了以开沟排水、整治排灌系统为先导,逐步实行水利配套工作;大力扩种豆
