首钢自1979年开始进行体制改革试点,通过实行承包制使企业形成了追求技术进步的机制,企业不仅有了不断采用新技术、新工艺、新设备的内在动力,而且有了通过自我积累进行现代改造的可能,因而极大地促进了经济效益持续提高和企业的改造发展。改革以前,首钢设备陈旧、工艺落后、本世纪二、三十年代的鼓风机、发电机、工业锅炉都在使用,被外国同行称之为:冶金博物馆”。从1979年至1991
