1984年,我县仅养殖水域发生渔政案件440余起,损失鲜鱼4.25万公斤,经济拟失近10万元,尤以安造乡最为严重,全乡发生偷、毒、抢等案件88起,损失鲜鱼2.6万多公斤,经济损失6万元,使全乡6833亩水面,荒芜的竞达37％(2530亩)。为尽快改变这一局面,我站于1985年开始,以安造乡为试点,实行养殖水域渔业治安承包,取得可喜的成绩,鱼产量迅速上升。1985年该乡产鲜鱼39万公斤,1986年75万公斤,1987年84万公斤(水面全部利用),1988年125万公斤,分别比1984年16万公斤增加1.44倍,3.49倍,4.25倍和6.8倍,即四年翻了近3番。而全县养殖产量亦从1985年的5620吨,增加到1988年的11945吨,
