The 239 plant was listed as one of the first enterprises to implement total quality management during the “7th Five-Year Plan” period by the State Economic and Trade Commission in 1986, and it is also one of the key units for comprehensive quality control of the Ministry of Aerospace. Under the guidance of the department, the leadership of the institute and the quality improvement work team of the Ministry, through quality education, quality inspection, and rectification and improvement in three phases, from January 6th to 9th, 1987, the comprehensive quality rectification acceptance of the ministry and the institute was completed. The group carried out inspection and acceptance of the 239 plant in its overall quality. On January 9th, Director of the Department of Aerospace Consultancy, Quality and Technology Division, Director Cao, Secretary of the Third Committee Dong, and President Yao Fu attended the meeting.
