有些单位学习制度不够规范,学习时间没有很好地落实,“欠账”较多。究其原因,主要是一些单位领导思想上不够重视,少数同志不善于处理工学矛盾,领导机关对学习的监督考核机制不够健全等等。对此,应该引起重视,加以解决。抓学习是抓工作的基础。加强理论武装,是加强领导班子思想?
