随着国际经贸格局深刻调整和国内资源要素条件变化,我国传统的出口竞争优势在不断弱化,稳定出口成为政策制定者和学界关注的重大问题。本文基于手工查找的282个城市国际贸易促进委员会成立数据、中国工业企业数据和海关出口数据的匹配数据,使用倾向得分匹配的倍差法模型,实证分析了贸易促进机构对我国企业出口的影响。研究发现,城市层面的国际贸易促进委员会对中国企业出口具有显著的促进作用。进一步研究发现,这种促进作用主要是沿出口的集约边际和混合边际实现的;国际贸易促进委员会对于民营企业、沿海地区企业和高技术企业的促进作用更大,并能降低企业在出口市场上的失败率,延长企业出口持续时间。以上结论的政策含义在于,完善贸易促进体系、充分发挥贸易促进机构的作用,可能是中国“十三五”乃至更长时期内稳定和促进出口的一个重要着力点。
With the profound adjustments in the international economic and trade patterns and the changes in the conditions of domestic resources, the traditional export competitiveness in our country is constantly weakened and exports become a major issue that policy makers and academics are paying attention to. Based on the manually found data of the founding of the CCPIT in 282 cities, the matching data of Chinese industrial enterprises and the customs export data, this paper empirically analyzes the impact of trade promotion agencies on the export of Chinese enterprises by using the multiple difference method with propensity score matching. The study found that the promotion of the Commission on International Trade at the city level can significantly promote the export of Chinese enterprises. Further research found that this promotion is mainly achieved through the intensive marginalization and mixed marginalization of exports; the promotion of the Commission on International Trade promotes a greater role for private enterprises, coastal enterprises and high-tech enterprises and can reduce the enterprises’ The failure rate to extend the duration of business exports. The policy implications of the above conclusion are that perfecting the system of trade promotion and giving full play to the role of trade promotion agencies may be an important focal point for stabilizing and promoting exports during the “13th Five-Year Plan” and even a longer period.
