1991年9月19~28日,水利水电规划设计总院会同四川省建委、计经委在成都召开了南垭河冶勒水电站初步设计报告审查会、国家能源投资公司与省、地、县、高等院校、科研设计等26个单位的代表和专家共161人出席了会议。与会代表听取了成都勘测设计院关于冶勒水电站初步设计介绍,查勘了现场,并分组进行了讨论和审查.冶勒水电站是南垭河梯级开发中最上游一级,采用混合式开发。坝址位于冕宁县冶勒乡,距石棉县城54Km。厂址位于石棉县南垭村。枢纽位于高寒山区,冬季长达半年,雨季多达215d,自然条件恶劣。坝址区河床及右岸覆盖层深厚,最大厚度大于420m,其工程地质与水文地质条件极为复杂,为国内外罕见。自1972年以来,成勘院在条件十分艰苦的情况
