社会公德处于道德规范体系中的最低层次,它是公民的个人修养,也是社会文明进步的标志。随着社会的进步、科技的发展,社会分工的越来越精细,人与人、人与社会、人与自然间的互动日益频繁,公共生活的领域越来越扩大。因此,文明的行为方式、良好的公德意识对于维护公共利益和公共秩序,建立良好的人际关系,形成良好的人与环境的关系,促进社会的健康稳定发展具有前所未有的重要意义。北京作为首都,是中国政治、经济和文化中心,北京市民的社会公德的状况不仅反映其个人素质的高低,而且映射出首都的形象,乃至直接影响中国的国际形象和声誉。同时,社会公德的好坏,也直接影响着市民自身生活环境质量的高低。北京社会心理研究所于2004年2月进行了一次北京市城市居民对当前社会公德状况评价的调查。调查结果如下: Social ethics is at the lowest level in the system of moral standards.
