俄罗斯联邦独立十年来,经济转轨步履艰难,社会经济生活持续恶化,历届政府均未能遏制其严重局面,由此产生的诸多负面影响引起了世人广泛关注。正当新千年悄悄临近,普京履行总统职务即将一周年之际,下滑多年的俄罗斯经济出现了历史性的复苏。据最近的统计资料,俄联邦2000年的GDP增长了7.6%,居民的实际货币收入增长了9.6%,居民的储蓄存款比1998年增加了一倍,俄罗斯人的整体生活水平提高了10%左右。这一切仿佛使俄罗斯人提前看到了新世纪的曙光。 然而,欣喜之余,忍耐已久的俄罗斯人对经济现状与前景仍然心存诸多担忧。为此,《论据与事实》周报记者维罗尼卡·西弗科娃和尼古拉·贾切科夫(以下简称“记”)采访了应邀前往报社做客的俄联邦政府副总理、财政部长阿列克塞·列奥尼多维奇·库得林(以下简称“库”)。现将该访谈录编译如下,以供研究者参阅。
Since the independence of the Russian Federation for 10 years, the economic transition has been struggling and the social and economic life has been deteriorating. All previous governments failed to curb their serious situation. Many negative influences have aroused widespread concern in the world. Just as the new millennium has quietly approached and Putin has been fulfilling the first anniversary of the presidency, the Russian economy, which has slipped for many years, has witnessed a historic recovery. According to recent statistics, the GDP of the Russian Federation increased by 7.6% in 2000, real resident income grew by 9.6%, residents’ savings deposits doubled from 1998, and the overall living standards of Russians increased by about 10% . All this seems to have enabled the Russians to see the dawn of a new century in advance. However, while being delighted, the long-awaited Russians still have a lot of worries about the current economic situation and prospects. To this end, Veronika Sevkova and Nikolai Giachekov (hereinafter referred to as “Kee”), journalists of the Arguments and Facts interviewed the Russian Deputy Prime Minister and Minister of Finance who were invited to visit the newspaper.
