实行目标管理岗位责任制是机关工作管理上的一项重大改革,它有利于增强宏观控制的效能,强化部门自我管理的机制;有利于转变工作作风,克服官僚主义,提高工作效率;有利于建立正常、科学的工作秩序,增强机关工作的活力,是一种科学的行政管理制度。把目标管理岗位责任制引进卫生行政管理,我们尚在不断摸索前进,逐步充实完善之中,但已初步显示了它的生命力。我们的作法可以概括为“六有”,即有一个明确的指导思想,有一个强有力的领导班子和认真负责的办事机构,有一个切实可行的考评办法,有一个合乎实际的考评标准,有一个灵活机动的核分比例,有一个严格的考评纪律。
