服务外包在中国的发展已经呈现“遍地开花”之势,涉及范围十分广泛,包括IT服务、人力资源管理、金融、保险、会计、客户服务、研发、产品设计等众多领域。中国各地纷纷制定扶持政策,希望能抓住机遇,以发展服务外包促进当地经济增长模式的升级,并在各大中城市之间展开竞争。本文对东部、中西部地区服务外包发展格局及现状、特点进行了比较研究,由此可以得到启示,中西部地区要发挥比较优势,大力发展服务外包,缩小与东部地区差异。
The development of service outsourcing in China has shown a trend of “blossom everywhere” and covers a wide range of areas including IT services, human resources management, finance, insurance, accounting, customer service, research and development, product design and many more. Various regions in China have formulated supportive policies one after another, hoping to seize the opportunity to develop service outsourcing to promote the upgrading of the local economic growth model and to compete among the major mid-sized cities. This paper makes a comparative study on the development pattern of service outsourcing in the eastern and central and western regions, as well as the current situation and characteristics of the service outsourcing. From this we can find some enlightenments. The central and western regions should give play to their comparative advantages, develop service outsourcing and narrow the gap with the eastern region.
