文章基于2002年城镇住户调查数据,讨论了20世纪90年代中后期的公有住房私有化改革产生的分配效应。文章着重讨论了两个问题,一是以优惠价购买了公有住房的人群的基本特征,二是以优惠价购买公有住房所形成的补贴规模及其分布状况。研究结果表明,工作年限对购房行为有显著影响,党员身份、教育程度、工作单位和职位性质等都会影响以优惠价购买公有住房的行为,而住房价格对购房行为却只有非常有限的影响;此外,以优惠价购买公有住房所形成的补贴具有加剧人际福利分布不均等的效应。
Based on the 2002 household survey data in urban areas, the article discusses the distributional effect of privatization of public housing in the mid-to-late 1990s. The article focuses on two issues, one is the basic characteristics of the population who purchased public housing at a discounted price, and the other is the size and distribution of subsidies that public housing is purchased at a discounted price. The results of the study show that the number of working years has a significant impact on the purchase behavior, and the membership, education level, the nature of the work unit and the post will all affect the purchase of public housing at the preferential price, while the housing price has only a very limited impact on the purchase behavior. In addition The subsidies that result from the purchase of public housing at preferential prices have the effect of exacerbating the unequal distribution of interpersonal benefits.
