欧洲议会与其他议会一样,需要信息来审查行政决策。但是在实践中如何处理信息呢?本文聚焦于欧洲议会如何增强对于“委员会工作程序(comitology)”决策制定的控制:确定委员会由国家公务员组成,并为欧盟委员会提供行政措施。本文陈述了两类变化:一是组织上的变化,二是欧洲议会员工工作方式的变化。分析显示,欧洲议会已有效地建立了分散式警察巡逻的监督机制,但是这是增强政治权力的结果,而不是遵循让信息更加公正的结果。本文的结论是:信息只有在结合非常特定的政治权利,而非一般的或分散的政治权利时,才会影响欧洲议会的行为。对实践工作者的启示本文描述了信息对于欧洲议会这个问责机构的运作所产生的影响。文章的结论是:信息只有在结合非常特定的政治权利,而非一般的或分散的政治权利时,才会产生影响。
Like other parliaments, the European Parliament needs information to review administrative decisions. But how to deal with the information in practice? This article focuses on how the European Parliament strengthens control over the “comitology” of decision-making: making sure the committee is made up of national civil servants and provides administrative measures for the European Commission. This article presents two types of changes: one is organizational change, and the other is a change in the way the European Parliament works. The analysis shows that the European Parliament has effectively established a monitoring mechanism for decentralized police patrols, but this is the result of increased political power rather than the result of making information more just. The conclusion of this paper is that information affects the behavior of the European Parliament only when it combines very specific political rights, not general or decentralized political rights. Implications for Practicing Workers This article describes the impact of information on the operation of this accountability body, the European Parliament. The article concludes that information has an impact only when it comes to combining very specific political rights, not general or decentralized political rights.
