医药卫生体制改革是全面深化改革的重要内容。但长期以来,在我国(特别是广大农村)一直存在着“看病难、看病贵”这一严峻的社会问题。药品及其价格对人民群众的健康生活无疑具有重要影响,然而从目前的情形来看,药价虚高的状况依旧凸显,这不仅增加了人们的经济负担,损害了消费者的利益,而且加大了政府的财政支出,甚至还会导致医药安全问题。研究药价虚高的原因,并分析其对策,这对保障和改善民生无疑具有重要的理论意义和现实意义。
