一、某林业局的基本情况该林业局经营面积近30万亩,除自然保护区外,用材林仅有16万亩,蓄积约75万 m~3。该林业局水力资源比较丰富,已建两个梯级水电站,安装了5500KW 的发电机组。该林业局的经营方针是以林为基础,以林蓄水,以水发电,以电养林,综合利用,多种经营。已建年生产能力为1000吨的纤维板车间,加工板方材生产能力为600m~3的制材车间。现由于资金短缺,不能采用大规模的造林办法,只能采取不“欠帐”的办法,即把每年的采伐迹地都要及时更新。根据以上的基本情况,我们对该局在全面调查的基础上进行了综合优化。
