人才培养是高等教育的根本任务,教学质量是高等学校的生命线。在向开放大学转型之际,提高教学质量已成为各级电大普遍关注的重要命题,建立有效的教学质量保障体系将成为确保人才培养质量的重要手段。引入过程价值取向理论以及教师发展质量观,针对以往质量监控体系中存在的问题和弊端,结合应用型人才培养需求,以教师发展为导向,构建和完善两级多层多维教学质量保障体系,通过质量控制、协同创新、教师培养、激励机制实现教师发展教学质量保障,达到将质量监控提升到质量保障和提高层面的目的。
Personnel training is the fundamental task of higher education, teaching quality is the lifeline of colleges and universities. In the transition to open universities, to improve the quality of teaching has become an important topic of universal concern at all levels of the TV University, the establishment of effective teaching quality assurance system will become an important means to ensure the quality of personnel training. Introducing the process value orientation theory and the teacher development quality concept, aiming at the existing problems and malpractices in the quality control system, combined with the demand of the application-type talents training and the teacher development orientation, we construct and improve the two-level multi-layer and multi-dimensional teaching quality assurance system, Quality Control, Collaborative Innovation, Teacher Training and Incentives to Realize Teachers’ Development of Teaching Quality and Achieve the Purpose of Improving Quality Control to Quality Assurance and Improvement.
