教育行政化可分为外部行政化和内部行政化。行政化是我国教育的一种总体症候,我国的大学和中小学都存在较为严重的行政化现象。中小学的外部行政化不仅使中小学的办学活力不足、缺乏改革动力和办学特色,而且导致学校与教育职能部门和教育当事人的关系严重异化、学校对学生的发展不负责任、教师继续教育的成效难以转化为现实的教育“生产力”、教师的教育教学行为严重偏离其专业素养、教育家难以产生。去中小学的行政化须加强教育治理的法治化、民主化建设,即“管办评”分离的教育管理体制改革方案应上升至法律的高度并严格实施;应建立教育职能部门权力的负面清单制并以立法的形式规范;应还权于民,建立中小学教育行业组织。
