个体私营业户的税收征管一直是清河县国税局、地税局颇感头痛的事情，1998年以来，经双方协商，县国、地税局开始实行联合办公制度。很快，该县的个体私营业户的税收征管情况有了较大改观，全县税收环境得到改善。虽然，“联合办公”这个名词的出现在我国税务系统已不是首例，但是，清河县的联合办公在较好解决国、地税局的征管难题之外，更唤起了国地税部门加强沟通、携手征税的合作意识，为规范税收秩序筑起一道严密的防线。
