油气管网是石油石化企业优化资源配置、提高企业竞争力的重要基础环节。谁拥有更发达的油气管网,谁就能确保企业稳定扩大生产规模和提高市场竞争力。在某种程度上,与欧美发达国家油气管网总长度的差距,实质上就是我国石油石化企业国际竞争力的差距。市场与资源是油气管网发展的决定性因素。我国经济年均7%以上的增长速度,按照石油需求乘数效应,最保守地估算,要求石油供应年均增长3%～3.5%,才能保证国民经济稳定快速发展。我国石油资源分布不均衡,客观上形成了西油东运、北油南下的基本配置格局。同时,我国油气资源的低丰度也决定了进口石油是国家基本的能源战略措施之一。中国经济巨大的石油需求、资源分布的不均衡、进口原油量急速增加,为我国油气管输业大发展提供了充足空间,也为中国石化集团实现持续有效发展战略目标提出了一个必须加以重视和解决的紧迫课题。为了进一步推进中国石化油气管网建设,本期我们邀请了6位业内专家,就油气管网发展战略、面临问题和应对措施进行深入探讨。
Oil and gas pipe network is the petroleum and petrochemical enterprises optimize the allocation of resources, improve the competitiveness of enterprises an important basic link. Who owns a more developed oil and gas pipe network, who will be able to ensure that enterprises and stable expansion of production scale and improve market competitiveness. To some extent, the gap between the total length of oil and gas pipelines in developed countries in Europe and the United States is essentially the gap in the international competitiveness of China’s oil and petrochemical enterprises. Market and resources are the decisive factors for the development of oil and gas pipelines. According to the multiplier effect of petroleum demand and the most conservative estimation, the average annual growth rate of oil supply in our country needs an average annual growth of 3% -3.5% in order to ensure the steady and rapid development of the national economy. The unbalanced distribution of petroleum resources in our country has objectively formed the basic allocation pattern for the transportation of oil from west to east and the oil from north to south. At the same time, the low abundance of oil and gas resources in China also determines that imported oil is one of the country’s basic energy strategy measures. China’s huge oil demand, unbalanced distribution of resources and rapid increase of imported crude oil provide sufficient space for the great development of China’s oil and gas pipelines industry. It also sets forth a strategic goal that China Petrochemical Corporation can achieve for its sustainable and effective development. Urgent problem to be solved In order to further promote the construction of Sinopec’s oil and gas pipe network, we invited 6 industry experts to conduct an in-depth discussion on the development strategy, problems and countermeasures of the oil and gas pipe network.
