文章从公共关系学的视角结合中国语境探讨突发性公共事件中地方政府网络舆情回应机制的构建。突发性公共事件所形成的负面舆情对于地方政府而言就是危机公关,因而地方政府在应对舆情的时候应从传统的法制管理、制度建设、技术手段阻断等方式转向危机公关的视角。文章将危机管理专家胡百精教授建构的危机传播管理的“事实一价值模型”运用于地方政府的舆情应对。
From the angle of view of public relations and the context of China, the article explores the construction of local government network public opinion response mechanism in sudden public events. Negative public opinion formed by unexpected public events is a crisis public relations for local governments, so local governments should turn their attention to the crisis public relations from the traditional legal system management, system construction and technical means blocking in response to public opinion. The article applies the “fact-value model” of crisis communication management constructed by Professor Hu Baijing, a crisis management expert, to the public opinion response of local governments.
