抗战爆发前,国民政府为应付不时之需,从人事、法规和物质三个方面为战时征用民船做好了准备。卢沟桥事变后,国民政府在前期准备的基础上,总结经验,修订法规,征用了大批民船用于构筑水上封锁线和军公运输,从而保证了抗战初期国民政府的军事和政府、企业西迁等工作的顺利进行。但由于在征用过程中的准备不足、管理的缺失和制度的不落实,对当时的长江航运业和民众生活也带来了严重的消极影响。
Before the outbreak of the War of Resistance Against Japan, the Kuomintang government prepared for the requisition of warships in wartime from the aspects of personnel, laws and regulations and materials in order to meet the emergency needs.
