陈树棠,字茇南,广东人,1880年1月经当时驻美公使陈兰彬推荐,曾出任美国旧金山领事。1882年4月回国,被李鸿章召至幕下,并在同年冬《中朝水陆通商章程》签订不久被派到朝鲜考察商务,受到朝鲜国王的接见。1883年10月,他又经李鸿章推荐,出任中国总办朝鲜商务委员,直到1885年11月卸任回国。他在朝鲜任上,作为清政府派驻朝鲜的最高代表,除管理商务外,还肩负着对朝交涉的重任。尤其到1884年9月他的职衔被改为“总办朝鲜各口交涉通商事务”后,更是名正言顺地成为中国与朝鲜以及驻朝各国公使进行交涉的桥梁和平台。但值得注意的是,由于在这期间中国派驻
