蒲城县后泉村有4个自然村,339户,1620多人,耕地面积4300多亩,现有配套完好的机井27眼,有效灌溉面积2700多亩。在改革中不断前进,通过改大畦为小畦灌溉,提高了灌溉效率。省水、省电、浇地多、产量高。在经营管理方面,分两个步骤:即联户承包制和专户承包制。1981年,后泉村对机井实行联户承包管理。即由受益农户4~6户自愿联合承包,管理一眼机井。负责给群众开泵、浇地、机井的保护、管理、小故障维修等,代生产队收水费。联户承包制比“大锅饭”时期虽有较大改进,但也存在着不少缺点。各联户之间责任不易落实,往往互相推诿、扯皮、依赖;晚间井房无人,电机遗失,电线被盗事件时有发生,能够正常运转的机井不到一半。同时,生产队给开泵者的报酬太低且没有可靠来源。实践证明这种办法仍然不适应新的情况。
