If China joins the World Trade Organization - the harbinger of an agreement with the United States - that will be a historic moment. There is a certain historical necessity for this matter. Since Deng Xiaoping opened the Chinese economy to the outside world 24 years ago, Chinese people find it in harmony with the world. I first went to Beijing, China in 1978, where I negotiated for a few months before the European Union signed the first trading treaty with China. Beijing was a gray, tedious and poorly equipped city at that time. The main means of transport was bicycles. The changes that have taken place since then are staggering.
