目前世界上学习和使用英语的非英语民族的人数,越来越多。按照目前的发展速度,到本世纪末将超过英语民族的人数。而且在各种各样的国际场合使用英语作交流工具的次数也愈益频繁。原来有的几个概念ESL(English as a Second Language),EFL(Englishas a Foreign Language)已不能完全说明英语用作国际交流的功能,所以EIL(Englishas an,International Language)这一新概念就应运而生。但究竟EIL的定义如何,它有些什么功能,有何特点,对英语教学会产生些什么影响,等等问题均须进一步研究。为了讨论研究EIL的有关问题,美国东西方研究中心(East-West Center)于一九八
There is an increasing number of non-English speaking peoples in the world who are learning and using English.
