河道堤防工程管理现代化不仅是适应经济社会现代化和河道堤防现代化的客观要求,也是建立和完善现代水利工程管理体系、实现水利现代化的重要组成部分。基于河道堤防工程管理现代化的内涵和特征,依据先进性、系统性、可比性、代表性、可操作性、导向性等原则,构建了河道堤防工程管理现代化评价指标体系,包括9个一级指标和34个二级指标,并将层次分析法和熵权法组合来确定各层指标权重,以避免和消除主观赋权法和客观赋权法的缺陷,进而采用物元分析法构建河道堤防工程管理现代化评价模型。对常熟市江堤工程管理现代化的评价结果表明,此评价模型结构简单,可靠性、实用性强,评价结果符合客观情况。

The evaluation of the modernization of the Yangtze River embankment project management in Changshu City shows that the evaluation model has the advantages of simple structure, reliability and practicability, and the evaluation results are in line with the objective conditions.
