中国社会对特色新型智库建设的需求不断增加,但智库建设存在资金不足、资源分散、低水平重复等问题,亟待探索特色新型智库的组织形式和管理形式。基于静态、动态、特征和趋势等方面的评价准则和尺度,构建我国特色新型智库建设有效性评价指标体系,包括组织有效性、影响力有效性、多元化有效性、国际化有效性4个一级指标和透明的经费管理、承担政府委托课题数量、多元化的经费来源等16个二级指标,运用层次分析法确定各个指标的权重,为国家开展高端智库建设试点工作实践、选择试点单位提供借鉴和参考。
