国有企业的改革已进入到攻艰阶段,改革成果对我国将产生重大的政治、经济影响。高管薪酬也是国有企业改革的一个主要方面。制定符合社会预期的高管薪酬是时代的普遍要求、也是理论研究者不能推卸的责任。近年来高管薪酬引起了人们越来越多的注意,国家也制定了相关的法规,但仍然不能从根本上解决问题。笔者提出了“‘天价薪酬’根本原因在于股东监管不力造成的”之论点,并进行了论证。2017年8月中国联通引进战略投资者所进行的混合所有制改革,笔者认为将是一个非常好的开端,必将打开国有企业屡次改革不通的死结,开创国有企业改革的新局面。
The reform of state-owned enterprises has entered a phase of attack and the results of the reform will have a significant political and economic impact on our country. Executive pay is also a major aspect of SOE reform. The formulation of executive compensation in line with the social expectations is a universal requirement of the times and a responsibility that theoretical researchers can not shirk. In recent years, executive pay has attracted more and more attention, and the state has also formulated relevant laws and regulations, but still can not fundamentally solve the problem. The author puts forward the argument that the root cause of the high price compensation lies in the weakness caused by the poor supervision of the shareholders, and carries on the demonstration. In August 2017, China Unicom introduced a mixed ownership reform by strategic investors. I think this will be a very good start. It will surely open the knot of the unreasonable reform of state-owned enterprises and create a new situation in the reform of state-owned enterprises.
