鉴于大型石化建设项目投资规模大、建设周期长,环境质量与费用风险难以控制,参建单位利益冲突等不利因素,以安徽华谊新材料基地项目为例,借鉴霍尔三维结构理论,分别从时间维、逻辑维与专业维提出项目管理的各阶段工作、核心控制目标与业主职能部及其职责等基本理论要素,并根据两两维度之间的相互交叉关系建立实践操作文件,最终形成理论与实践相集成的业主项目管理体系文件。
In view of the large investment in large-scale petrochemical construction projects, long construction period, environmental quality and cost risks are difficult to control, conflicts of interests of participating units and other unfavorable factors, taking Anhui Huayi New Material Base Project as an example, Time dimension, logical dimension and professional dimension to propose the basic theoretical elements of project management stages, core control objectives and owners’ functional departments and their responsibilities, and to establish the practical operation documents according to the mutual cross-correlation between the two dimensions, finally forming the theory Owner project management system files integrated with practice.
