1.建立科学的人才需求、培训规划和选培计划的预测机制,推动和保证按需办学、讲求高效原则的落实。实事求是地做好各级各类用人部门的人才需求预测工作,是保证成人高校招生计划的提出和制定有的放矢的基础。为使这一工作开展得既稳妥求实又科学积极,建立一个科学的预测机制是必不可少的。笔者认为应当建立以教育计划(会同劳动人事)部门为龙头、以行业教育(会同劳动、人事、工会)部门为主干、办学学校积极参予的预测机制。各行业主管部门,根据其下属企事业单位按照统一的预测要
