Tongjiang is located in the south of Dabashan Mountain. It has 13 districts (towns), 76 townships, 524 villages, 3305 communities, and more than 640,000 people. The agricultural population accounts for more than 90%. In fiscal year 1988, the fiscal revenue was 12.63 million yuan, and the actual expenditure was 24,440,000 yuan. The annual production of human food was more than 600 kilos, and the average net income was 200 yuan. It is one of the key poverty alleviation sites in the country.
