我厂在1953年才开始较大量接受新产品试制任务。由於当时对该项任务的经济和政治意义的重要性认识不足,这项重要工作却没有专人负责,厂部又未提出试制工作有关制度和有效措施,并忽略思想教育,因此车间也只重视生产,把试制任务作为附属工作,工长、工人同样对试制工作认为是包袱,甚至有几次将试制的试样也搞掉了,工作极为混乱和无人负责状态。例如试炼某钢种由於无人控制,一次连续试炼九炉,结果全部不合,既造成严重浪费,又影响该项试制任务的完成;又如试炼某种耐热钢,经用户提出合乎要求而自己还不知已经试制成功,直至中钢局
