娄底地区地处湖南中部,是湖南省重要的能源、原材料、工矿基地,也是湖南国有工业企业较集中的地区。近年来,该区在国有企业负债多、包袱重、市场竞争能力差等困难因素较多的情况下,有效地遏制了速度、效益连续下滑的局面,争取了一定速度的增长。去年国有工业增长7％,是近几年增幅较高的年份。这主要得益于他们在完善各项改革的基础上,重点围绕重组存量资产、重塑运行机制、重造就业门路等热点难点问题采取了一系列有效措施。记者就此采访了娄底行署专员曾庆炎。
The Loudi area is located in central Hunan, and is an important energy, raw material, and industrial and mining base in Hunan Province. It is also a concentrated area of Hunan’s state-owned industrial enterprises. In recent years, the region has effectively suppressed the situation of continuous decline in speed and efficiency, and strived for a certain rate of growth, when state-owned enterprises had many debts, heavy burdens, and poor market competitiveness. Last year, the growth of state-owned industries was 7%, which was a relatively high growth rate in recent years. This is mainly due to the fact that they have taken a series of effective measures on the basis of improving various reforms, focusing on hot and difficult issues such as reorganizing existing assets, reshaping operational mechanisms, and rebuilding employment opportunities.
