我厅是由1956年1月开始推行文書处理部門立卷的。在以前,是由档案室負責立卷工作,实行随办随归的制度,采取門、类、項、目的办法进行整理。也就是各部門办完一个文件向档案室归一个文件,档案室再一件一件地进行檢查签收,分类编号,逐件登記,然后归入案卷。这样做存在以下三个主要問題: 一、給文書处理部門和档案室在工作上带來了許多困难。文书处理人員用去許多时間忙于文件的移交归档和調閱,档案室也整天忙于零散文件的接收,登記和归卷,不能对文件进行研究和組織利用。同时,由于档案室对各部門業务和文件的情况了解不够,因而立成的案卷質量不高,查找利用不便。二、实行随办随归的制度,使归档文件前后脫节,失掉联系。有些办文同志为了自己方便,往往把一些重
Our office was started in January 1956 by the department of literary processing legislation.
