我国的爱国卫生运动是为了组织人民进行除害灭病的群众性卫生运动,已有30余年的历史。它在全国城乡卫生工作改革、开拓前进的今天,究竟如何纳入现代化科学轨道?如何改革创新?如何变经验管理为科学管理?能否实行目标管理?都是值得从理论上进行研讨和从实践中进行探索的重要课题。对此,笔者仅就爱国卫生运动的目标管理问题谈谈粗浅认识,不妥之处切望赐教。 China’s patriotic health campaign is to organize the people to carry out mass health campaigns to eliminate the disease, and it has been more than 30 years old.
