青海省化隆县自2000年开始实施退耕还林工程以来,全县累计完成退耕还林工程30.83万亩,其中退耕地造林12.5万亩,周边荒山造林17.33万亩,封山育林1万亩。对带动区域经济发展、调整农村农业产业结构,大力发展第三产业,带动农村脱贫致富奔小康有着举足轻重的作用,同时对创建化隆绿色文明,构建和谐社会,推动人与自然和谐相处具有不可替代的作用。一、退耕还林取得的实效(一)生态环境初步得到改善。退耕还林工程共实施面积30.83万亩,占全县总面积的7.5%,工程实施地点选择在生态环境脆弱、水土流失严重、生态区位重要的陡坡地。通过采取生物措施和工程措施相结合的办法,大力开展植树造林、绿化荒山活动,增加了绿色植被,控制了水土流失,部分区域、部分地段的植被得到了恢复,提高了森林覆盖率,6.11万亩退耕地已完全郁闭成林,全县森林覆盖率提高了
