产权式商铺或产权式酒店、公寓等产权类物业,以其特有的开发价值,快速地在我国大中城市发展。但在其开发使用过程中,各地不断涌现出投资者与开发商、投资者与经营管理公司的群体性纠纷,投资者权益得不到保护与救济,造成资源财产浪费,影响参与各方的信心,需要国家及相关部门出台政策和法律,对其进行综合性规制。本文从分析包头市产权类物业开发和使用中存在的问题入手,阐述对产权类物业进行综合规制的必要性,以期指导经济活动实践。
